Narrative:

Given clearance to cross 40 mi southeast of atl (on the sinca arrival) at 11000 ft. First officer was PF and I was working the radios. I had taken the crossing restr from center and had repeated it aloud (I thought) to the first officer as per company procedures. However, he did not hear what I said and did not note our new clearance. We flew at 15000 ft until we were within 5 NM of our assigned crossing altitude before ZJX called and asked us what we were doing. We were then told to switch to ZTL who informed us that we could descend, basically at our discretion. Fortunately there was no traffic conflict. First officer had been tired and absentminded the previous day and had not slept well the previous evening. I should have done a better job of making sure my message had been received and understood by the other crew member.

Title: AN ACR LTT MISSED ITS XING RESTR BECAUSE THE FO FAILED TO LISTEN TO, OR HEAR, THE CLRNC AND THE CAPT'S REPEAT OF THE CLRNC. ALTDEV. NON ADHERENCE TO ATC CLRNC. ERROR ADMITTED.

Narrative: GIVEN CLRNC TO CROSS 40 MI SE OF ATL (ON THE SINCA ARR) AT 11000 FT. FO WAS PF AND I WAS WORKING THE RADIOS. I HAD TAKEN THE XING RESTR FROM CTR AND HAD REPEATED IT ALOUD (I THOUGHT) TO THE FO AS PER COMPANY PROCS. HOWEVER, HE DID NOT HEAR WHAT I SAID AND DID NOT NOTE OUR NEW CLRNC. WE FLEW AT 15000 FT UNTIL WE WERE WITHIN 5 NM OF OUR ASSIGNED XING ALT BEFORE ZJX CALLED AND ASKED US WHAT WE WERE DOING. WE WERE THEN TOLD TO SWITCH TO ZTL WHO INFORMED US THAT WE COULD DSND, BASICALLY AT OUR DISCRETION. FORTUNATELY THERE WAS NO TFC CONFLICT. FO HAD BEEN TIRED AND ABSENTMINDED THE PREVIOUS DAY AND HAD NOT SLEPT WELL THE PREVIOUS EVENING. I SHOULD HAVE DONE A BETTER JOB OF MAKING SURE MY MESSAGE HAD BEEN RECEIVED AND UNDERSTOOD BY THE OTHER CREW MEMBER.
