Narrative:
While en route from sat to shv on V212 at 17000 ft, center reported unable to understand radio transmission from aircraft due to radio static. Center reported unreadable transmission, although flight that morning had no radio problems. Attempts with 2 different mikes on both radios gave no improvement. Ice was encountered. A radio call was made to request a lower altitude. Center could not understand. Ice was building very fast. I squawked 7700 for approximately 2 mins, then changed to 7600, and descended to 15000 ft. Center asked nature of our emergency, but was unable to understand our radio. A second aircraft copied our call and told center it was due to ice. I felt that to remain at 17000 ft in heavy ice was unwise. Hence, the descent and the 7700 and 7600 squawk. Tower at shv reported radio loud and clear, but ground control reported barely readable. Radios are in radio shop for repair.

Title: CPR SMT ENRTE SAT-SHV AT 17000 FT IS HAVING PROBS WITH VHF COM WITH CTR, UNREADABLE. IS PICKING UP ICE RAPIDLY AND BECAUSE OF COM PROBS, USES EMER PROC ON XPONDER AND DSNDS TO 15000 FT. ANOTHER ACFT RELAYED TO CTR THE ICING PROB. RADIO BEING REPAIRED IN SHV.
