Narrative:
Taxi instructions were: taxi to runway 23R via txwys J, U, runway 28, hold short of runway 23L. My crew position is first officer and after taxiing down taxiway U and turning onto runway 28, I went to tower frequency and was setting in departure frequency. As I looked up tower was instructing us to stop. We had taxied past the hold line for runway 23L and tower sent landing traffic around. I feel holding short of runway 28 on taxiway J might prevent this from happening again. Callback conversation with reporter revealed the following information: this reporter said that he never saw the hold line for runway 23L, but he also admits that he was probably changing the frequencys in the radios or reading the before takeoff checklist at the time they crossed it. He said that he has not been back to cle since to look for the line. He did say that he was in a B737-200 during the event.

Title: AN ACR FLC CROSSED THE HOLD LINE FOR RWY 23L WITHOUT AUTH. AN ACFT ON APCH FOR THAT RWY WAS SENT AROUND BY THE ATCT LCL CTLR. B737-200.
Narrative: TAXI INSTRUCTIONS WERE: TAXI TO RWY 23R VIA TXWYS J, U, RWY 28, HOLD SHORT OF RWY 23L. MY CREW POS IS FO AND AFTER TAXIING DOWN TXWY U AND TURNING ONTO RWY 28, I WENT TO TWR FREQ AND WAS SETTING IN DEP FREQ. AS I LOOKED UP TWR WAS INSTRUCTING US TO STOP. WE HAD TAXIED PAST THE HOLD LINE FOR RWY 23L AND TWR SENT LNDG TFC AROUND. I FEEL HOLDING SHORT OF RWY 28 ON TXWY J MIGHT PREVENT THIS FROM HAPPENING AGAIN. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THIS RPTR SAID THAT HE NEVER SAW THE HOLD LINE FOR RWY 23L, BUT HE ALSO ADMITS THAT HE WAS PROBABLY CHANGING THE FREQS IN THE RADIOS OR READING THE BEFORE TKOF CHKLIST AT THE TIME THEY CROSSED IT. HE SAID THAT HE HAS NOT BEEN BACK TO CLE SINCE TO LOOK FOR THE LINE. HE DID SAY THAT HE WAS IN A B737-200 DURING THE EVENT.
