Narrative:

I was flying aircraft as first officer, a BE1900D, on the return portion of flight from lebanon, nh, to philadelphia, PA, on oct/sat/96, at XX00 am. After engine start the captain and myself performed the after start checklist. After the after start checklist, I called ground control for taxi clearance and IFR clearance to phl. After the taxi clearance we received, the captain released the parking brake, and without additional power, allowed the aircraft to advance approximately 1 ft before applying the right rudder. The nosewheel castered to the right and continued right until the nosewheel collapsed. The captain shut down the engines and executed the shutdown checklist while I evacuate/evacuationed the aircraft through the front exit. All 11 passenger evacuate/evacuationed without injury.

Title: BE02 NOSE GEAR COLLAPSES AS CAPT COMMENCES TAXI FROM PARKING AREA. ACFT EVACED.

Narrative: I WAS FLYING ACFT AS FO, A BE1900D, ON THE RETURN PORTION OF FLT FROM LEBANON, NH, TO PHILADELPHIA, PA, ON OCT/SAT/96, AT XX00 AM. AFTER ENG START THE CAPT AND MYSELF PERFORMED THE AFTER START CHKLIST. AFTER THE AFTER START CHKLIST, I CALLED GND CTL FOR TAXI CLRNC AND IFR CLRNC TO PHL. AFTER THE TAXI CLRNC WE RECEIVED, THE CAPT RELEASED THE PARKING BRAKE, AND WITHOUT ADDITIONAL PWR, ALLOWED THE ACFT TO ADVANCE APPROX 1 FT BEFORE APPLYING THE R RUDDER. THE NOSEWHEEL CASTERED TO THE R AND CONTINUED R UNTIL THE NOSEWHEEL COLLAPSED. THE CAPT SHUT DOWN THE ENGS AND EXECUTED THE SHUTDOWN CHKLIST WHILE I EVACED THE ACFT THROUGH THE FRONT EXIT. ALL 11 PAX EVACED WITHOUT INJURY.
