Narrative:
The TG7 was cleared for a touch-and-go on runway 17R. C172 called ready for departure at intersection A2 and was instructed to hold short of the runway for landing traffic. Once the TG7 was past intersection A1, I instructed C172 to 'taxi into position and hold,' having forgotten that he was at intersection A2. The cessna went into position on the rwt at intersection A2 with the TG7 on the runway. Once I realized the error the TG7 was instructed to hold on the runway and the cessna was cleared for takeoff. Once standard separation existed, the TG7 was cleared for takeoff. There were numerous other aircraft on the frequency at the time, many of which had to be issued instructions more than once, which led to higher workload and confusion. I simply forgot that the aircraft was at another intersection, and don't know what could have been done differently to have prevented the occurrence.

Title: TWR CTLR CLRED A C172 INTO POS AND HOLD AT INTXN A2 WHILE A TG7 (MIL TRAINER) WAS TOUCHING DOWN ON THE RWY NEAR INTXN A1. CTLR CAUGHT HIS ERROR AND WAS ABLE TO GET THE TG7 TO STOP SHORT OF INTXN A2 AND CLR THE C172 FOR TKOF.
Narrative: THE TG7 WAS CLRED FOR A TOUCH-AND-GO ON RWY 17R. C172 CALLED READY FOR DEP AT INTXN A2 AND WAS INSTRUCTED TO HOLD SHORT OF THE RWY FOR LNDG TFC. ONCE THE TG7 WAS PAST INTXN A1, I INSTRUCTED C172 TO 'TAXI INTO POS AND HOLD,' HAVING FORGOTTEN THAT HE WAS AT INTXN A2. THE CESSNA WENT INTO POS ON THE RWT AT INTXN A2 WITH THE TG7 ON THE RWY. ONCE I REALIZED THE ERROR THE TG7 WAS INSTRUCTED TO HOLD ON THE RWY AND THE CESSNA WAS CLRED FOR TKOF. ONCE STANDARD SEPARATION EXISTED, THE TG7 WAS CLRED FOR TKOF. THERE WERE NUMEROUS OTHER ACFT ON THE FREQ AT THE TIME, MANY OF WHICH HAD TO BE ISSUED INSTRUCTIONS MORE THAN ONCE, WHICH LED TO HIGHER WORKLOAD AND CONFUSION. I SIMPLY FORGOT THAT THE ACFT WAS AT ANOTHER INTXN, AND DON'T KNOW WHAT COULD HAVE BEEN DONE DIFFERENTLY TO HAVE PREVENTED THE OCCURRENCE.
