Narrative:

A recreational skydive aircraft calling himself jumper X, departed a private field in dacatur asking for radar advisories. This was the middle of the busiest arrival rush of the day at dfw. The skydive area is 1-2 mi outside the class B and directly on the localizer for runway 13R. At one point when I issued traffic to jumper X directly below him he said, 'if they stay on the arrival they'll be all right' and then, 'do you intend to continue putting aircraft on the localizer, this far from the airport?' I informed the aircraft that due to traffic I would be putting aircraft on the localizer. The bowie 1 arrival is less than 2 mi from the jump area -- in my opinion an unsafe proximity. Several times, jumper X merged with traffic inbound on the bowie 1. The skydive aircraft conflicted with at least 5 aircraft while on my frequency. At one point when advised that aircraft below him were converging at 6000 ft and 10000 ft he stated, 'I'm putting out the jumpers.' the traffic at 6000 ft reported, 'I see the falling bodies!' the traffic at 10000 ft did not report the traffic. In a later telephone conversation the skydive operator expressed his belief (and intent) that he is entitled to do as he pleases outside the class B, including, apparently, dropping parajumpers into known traffic. The supervisors at dfw concur. The operator further believes that it's ATC's responsibility to vector traffic around him. Dfw supervisors do not concur. It is not practical to take traffic off the published stars in a heavy volume. It is not safe to refuse to provide TA's since he intends to drop jumpers no matter what. It appears common sense fails to overcome stubbornness. I hope you can have some role in averting a tragedy over north texas.

Title: CTLR AT DFW RPTS AN AIRSPACE CONGESTION PROB WITH SKYDIVERS ON THE BOWIE 1 STAR.

IN A LATER TELEPHONE CONVERSATION THE SKYDIVE OPERATOR EXPRESSED HIS BELIEF (AND INTENT) THAT HE IS ENTITLED TO DO AS HE PLEASES OUTSIDE THE CLASS B, INCLUDING, APPARENTLY, DROPPING PARAJUMPERS INTO KNOWN TFC. THE SUPVRS AT DFW CONCUR. THE OPERATOR FURTHER BELIEVES THAT IT'S ATC'S RESPONSIBILITY TO VECTOR TFC AROUND HIM. DFW SUPVRS DO NOT CONCUR. IT IS NOT PRACTICAL TO TAKE TFC OFF THE PUBLISHED STARS IN A HVY VOLUME. IT IS NOT SAFE TO REFUSE TO PROVIDE TA'S SINCE HE INTENDS TO DROP JUMPERS NO MATTER WHAT. IT APPEARS COMMON SENSE FAILS TO OVERCOME STUBBORNNESS. I HOPE YOU CAN HAVE SOME ROLE IN AVERTING A TRAGEDY OVER NORTH TEXAS.
