Narrative:
The correct routing, according to ATC, out of rdu is tyi orf J121 swl vice direct swl. This type of error has been noted in previous of 25 debriefs and it was stated that problem would be corrected. Not so. Having to find WX brief information, no straight edge, and do all chart plans with a 2 man crew is unsatisfactory flight support, and induces crew to have to rush to get it all done. The WX information machine lacks paper and is sometimes OTS. Call to the ramp tower gets a 'sorry, can't help cause were undermanned.' this is brand X mindset and is dangerous. The substitute of an inoperative pilot WX debrief machine for facsimile information from dfw is a very poor step in flight support. Many in operations, particularly at jfk, do not know how to operate the unit or even know which WX products are needed for specific flts, particularly those to south america. There is no link in the training pipeline to the flight department for the operations personnel. Errors in thinking are passed one to another via on the job training. This is also unsatisfactory.

Title: AN ACR B767 CAPT COMPLAINS ABOUT HIS ACR'S OPS SUPPORT FOR INTL FLTS AT RDU AND JFK. AIRLINE OPERATIONAL POLICY.
Narrative: THE CORRECT ROUTING, ACCORDING TO ATC, OUT OF RDU IS TYI ORF J121 SWL VICE DIRECT SWL. THIS TYPE OF ERROR HAS BEEN NOTED IN PREVIOUS OF 25 DEBRIEFS AND IT WAS STATED THAT PROB WOULD BE CORRECTED. NOT SO. HAVING TO FIND WX BRIEF INFO, NO STRAIGHT EDGE, AND DO ALL CHART PLANS WITH A 2 MAN CREW IS UNSATISFACTORY FLT SUPPORT, AND INDUCES CREW TO HAVE TO RUSH TO GET IT ALL DONE. THE WX INFO MACHINE LACKS PAPER AND IS SOMETIMES OTS. CALL TO THE RAMP TWR GETS A 'SORRY, CAN'T HELP CAUSE WERE UNDERMANNED.' THIS IS BRAND X MINDSET AND IS DANGEROUS. THE SUBSTITUTE OF AN INOP PLT WX DEBRIEF MACHINE FOR FAX INFO FROM DFW IS A VERY POOR STEP IN FLT SUPPORT. MANY IN OPS, PARTICULARLY AT JFK, DO NOT KNOW HOW TO OPERATE THE UNIT OR EVEN KNOW WHICH WX PRODUCTS ARE NEEDED FOR SPECIFIC FLTS, PARTICULARLY THOSE TO S AMERICA. THERE IS NO LINK IN THE TRAINING PIPELINE TO THE FLT DEPT FOR THE OPS PERSONNEL. ERRORS IN THINKING ARE PASSED ONE TO ANOTHER VIA ON THE JOB TRAINING. THIS IS ALSO UNSATISFACTORY.
