Narrative:
Aircraft 1 instructed to taxi to runway 36 from FBO. Aircraft 1 taxied via taxiway B and turned sbound on runway 36. Aircraft 2 was forced to abort takeoff as air traffic controller on local was advising aircraft 2 of problem. I advised local the aircraft 1 was on the runway without permission at the same time the aircraft 1 was aborting takeoff. No damage and/or injury, only aborted takeoff. The distance to the runway is well over a mi, tower ht does not allow controllers to distinguish between runway, taxiway, and the ramp on that side of airport. Only the sighting of his tires on the wrong side of the runway lights caused the questioning of his position and telling local to abort aircraft 2 takeoff. Lit is awaiting funding for new tower which will allow for better visibility to the west side of airport.

Title: ATX PLT WENT ONTO ACTIVE RWY WHILE C402 WAS ON TKOF ROLL. GND CTLR TOLD LCL CTLR AND CSNA TKOF WAS ABORTED. RPTR STATED TWR HT MAKES IT HARD TO DISTINGUISH RWY FROM TXWY. GND CTLR OBSERVED PA31 ON THE RWY BY NOTING TIRES ON WRONG SIDE OF RWY LIGHTS.
Narrative: ACFT 1 INSTRUCTED TO TAXI TO RWY 36 FROM FBO. ACFT 1 TAXIED VIA TXWY B AND TURNED SBOUND ON RWY 36. ACFT 2 WAS FORCED TO ABORT TKOF AS AIR TFC CTLR ON LCL WAS ADVISING ACFT 2 OF PROB.
