Narrative:

I was a second pilot on this flight because of poor WX. We were being vectored to ILS runway 11 at orh by bdl approach. The current ATIS reported 100 ft ceiling, RVR 400 ft. While on the approach, which we decided to attempt before going to our filed alternate (rdg), the tower reported the RVR improved to 800 ft. We continued the approach and just when the PIC called out decision ht, I saw approach lights. I told him to continue because I could see the runway environment. What I am unsure about is that we had the prescribed 1/2 mi required on the IAP. After we touched down and rolled out, the fog got so bad again, that we could hardly find a taxiway! I feel that a tiny break in the visibility suckered me into continuing an approach that could potentially have turned into an unsafe situation. From this I have learned that when I reach decision ht, I must make a correct decision on whether I have enough visibility to be legal and safe, regardless of whether I have runway environment in sight or not!

FROM THIS I HAVE LEARNED THAT WHEN I REACH DECISION HT, I MUST MAKE A CORRECT DECISION ON WHETHER I HAVE ENOUGH VISIBILITY TO BE LEGAL AND SAFE, REGARDLESS OF WHETHER I HAVE RWY ENVIRONMENT IN SIGHT OR NOT!
