Narrative:
Descending into mem, aircraft in question was dispatched with an inoperative autothrottle system, which requires manual manipulation of the throttles. When cleared below 10000 ft, airspeed was inadvertently allowed to exceed 250 KTS (280 KTS) by 300- 400 ft (9700-9600 ft MSL). This was probably caused by an over reliance on the autothrottle system (that was not functioning) and being temporarily distraction by a vector to a runway we weren't expecting. There was no conflict, ATC did not say anything. I am new to this airplane, and through training there was so much emphasis (reliance) on the autoflt system that when a portion reverts to manual you have to be on guard to make sure that the aircraft is still flown to the correct parameters.

Title: ACR CARGO OP DISPATCH WITH AUTOTHROTTLES INOP. DSNDING INTO MEM ALLOWED IAS TO EXCEED 250 KTS BELOW 10000 FT. WAS AT 280 IAS AT 9600 FT. NO COMMENT FROM CTLR. RECENTLY CHKED OUT ON THE ACFT AND IN TRAINING EMPHASIS WAS ON AUTOFLT SYS.
Narrative: DSNDING INTO MEM, ACFT IN QUESTION WAS DISPATCHED WITH AN INOP AUTOTHROTTLE SYS, WHICH REQUIRES MANUAL MANIPULATION OF THE THROTTLES. WHEN CLRED BELOW 10000 FT, AIRSPD WAS INADVERTENTLY ALLOWED TO EXCEED 250 KTS (280 KTS) BY 300- 400 FT (9700-9600 FT MSL). THIS WAS PROBABLY CAUSED BY AN OVER RELIANCE ON THE AUTOTHROTTLE SYS (THAT WAS NOT FUNCTIONING) AND BEING TEMPORARILY DISTR BY A VECTOR TO A RWY WE WEREN'T EXPECTING. THERE WAS NO CONFLICT, ATC DID NOT SAY ANYTHING. I AM NEW TO THIS AIRPLANE, AND THROUGH TRAINING THERE WAS SO MUCH EMPHASIS (RELIANCE) ON THE AUTOFLT SYS THAT WHEN A PORTION REVERTS TO MANUAL YOU HAVE TO BE ON GUARD TO MAKE SURE THAT THE ACFT IS STILL FLOWN TO THE CORRECT PARAMETERS.
