Narrative:
Light civil was operating at 1300 ft MSL VFR near the airfield. The military aircraft proceeded on missed approach from miramar heading 290 degrees and climbed to 1500 ft, should have continued to climb to 2000 ft MSL as assigned. Military air crew delayed in the climb due to an incomplete understanding of the missed approach procedures as well as radio channel changing problem. Pilot was on the instruments in and out of the clouds. Once the crew raised departure on the proper frequency, were given an immediate traffic call and told to continue the climb. Simultaneously we cleared the clouds and saw a civil aircraft wrapped up in a turn at 11 O'clock. We were already climbing but came very close to each other. High density traffic environment, actual IMC and a general breakdown in crew coordination contributed to this near mid-air.

Title: NMAC BTWN A MIL LOCKHEED ES-3A AND A SMA CIVIL ACFT NEAR THE OUTER LIMITS OF THE MIL CLASS D AIRSPACE. ATC HAD ISSUED ADVISORY TO THE MIL OF THE OTHER TFC AND TO EXPEDITE PREVIOUSLY ASSIGNED CLB TO A HIGHER ALT. THE RPTING MIL OBSERVED THE OTHER ACFT TURNING AWAY IN A STEEP BANK.
Narrative: LIGHT CIVIL WAS OPERATING AT 1300 FT MSL VFR NEAR THE AIRFIELD. THE MIL ACFT PROCEEDED ON MISSED APCH FROM MIRAMAR HEADING 290 DEGS AND CLBED TO 1500 FT, SHOULD HAVE CONTINUED TO CLB TO 2000 FT MSL AS ASSIGNED. MIL AIR CREW DELAYED IN THE CLB DUE TO AN INCOMPLETE UNDERSTANDING OF THE MISSED APCH PROCS AS WELL AS RADIO CHANNEL CHANGING PROB. PLT WAS ON THE INSTS IN AND OUT OF THE CLOUDS.
