Narrative:
On dupont 3 into phl, first officer flying. I was getting ATIS. Approximately 490 KTS ground speed. Approaching ott on 018 degree heading, then STAR shows 085 degrees. First officer late on turn and wind. We overshot radial. ZDC asked if we were in turn. At that time we were turning through 095 degrees to reintercept. No other question or traffic in area.
