Cruising at FL330, ZKC told us to descend to (what we heard) was FL210. In fact, he claims he told us FL310 whereas I read back FL210 and was not corrected. There was no conflict or traffic in the area.

Title: FLC OF A B737-200 OVERSHOT DSCNT CRUISE ALT CHANGE DUE TO A MISUNDERSTANDING OF THE ASSIGNED ALT. ARTCC CTLR DID NOT CORRECT ASSIGNED ALT AFTER THE CAPT READ BACK THE WRONG ALT.
Narrative: CRUISING AT FL330, ZKC TOLD US TO DSND TO (WHAT WE HEARD) WAS FL210. IN FACT, HE CLAIMS HE TOLD US FL310 WHEREAS I READ BACK FL210 AND WAS NOT CORRECTED. THERE WAS NO CONFLICT OR TFC IN THE AREA.
