Narrative:
May have departed runway without activating pilot controled runway edge lighting. Believe that combination of aircraft landing and taxi lights and other airport lighting did not make it apparent that runway edge lights may not have been on. Adequate visual reference of runway was in existence at time of takeoff which was just prior to dawn. Contributing factors may be a part-time tower which activates runway lighting at certain times of day and not others. A lack of checklist item which addresses activation of runway lighting which is pilot controled and being new to the particular airport. Possible occurrence was discovered as other crew mentioned that runway lights may not have been on during takeoff. Inclusion of pilot controled lighting in pre takeoff brief appears to be a corrective action. Supplemental information from acn 355761: we determined what contributed to the problem. Taxiway A1 from taxiway left to taxiway K are under construction and have flashing construction lights placed upon them. This gave us the impression that the runway lights were illuminated.

Title: COMMUTER ACFT TAKES OFF FROM YUMA IN A NIGHT OP WITHOUT RWY EDGE LIGHTS BEING TURNED ON. PART TIME ATCT ATCT CLOSED.
Narrative: MAY HAVE DEPARTED RWY WITHOUT ACTIVATING PLT CTLED RWY EDGE LIGHTING. BELIEVE THAT COMBINATION OF ACFT LNDG AND TAXI LIGHTS AND OTHER ARPT LIGHTING DID NOT MAKE IT APPARENT THAT RWY EDGE LIGHTS MAY NOT HAVE BEEN ON. ADEQUATE VISUAL REF OF RWY WAS IN EXISTENCE AT TIME OF TKOF WHICH WAS JUST PRIOR TO DAWN. CONTRIBUTING FACTORS MAY BE A PART-TIME TWR WHICH ACTIVATES RWY LIGHTING AT CERTAIN TIMES OF DAY AND NOT OTHERS. A LACK OF CHKLIST ITEM WHICH ADDRESSES ACTIVATION OF RWY LIGHTING WHICH IS PLT CTLED AND BEING NEW TO THE PARTICULAR ARPT. POSSIBLE OCCURRENCE WAS DISCOVERED AS OTHER CREW MENTIONED THAT RWY LIGHTS MAY NOT HAVE BEEN ON DURING TKOF. INCLUSION OF PLT CTLED LIGHTING IN PRE TKOF BRIEF APPEARS TO BE A CORRECTIVE ACTION. THIS GAVE US THE IMPRESSION THAT THE RWY LIGHTS WERE ILLUMINATED.
