Narrative:
The first officer responded to a TCASII RA 15 mi west of pxr while cruising at FL290. An aircraft was climbing rapidly wbound toward us and caused the TCASII RA warning. In accordance with FARS and company procedures, the first officer disconnected the autoplt and smoothly climbed at a rate of 1200 FPM (TCASII green arc on vsi) to FL295. After the clear of conflict message was received from the TCASII, we descended to FL290. The lower aircraft was cleared by 1000 ft. The problem seems to have been that we climbed within 1500 ft of an aircraft cruising above us at FL310. Supplemental information from acn 356544: TCASII indicated TA from aircraft climbing at 10 O'clock position. Contacted abq at their request at termination of flight leg at jfk at approximately XA20Z.
