Narrative:

Arriving at dayton, approach gave us a heading of 160 degrees, altitude of 3000 ft, cleared ILS approach to what we thought we heard as runway 24. When checking in with tower the call was cleared for right base for ILS runway 24R. Tower responded, cleared to land. Approaching the localizer for runway 24L, tower informed us that we were off the localizer. We responded that we had not yet intercepted the localizer. Tower responded that his reference was to runway 18, but to continue and cleared to land runway 24. No traffic conflicts were encountered.

Title: AN ACR F100 FLC RPTS THAT THERE WAS SOME CONFUSION AS TO THE ASSIGNED RWY DURING AN APCH TO DAY. THE FLC HEARD AND READ BACK RWY 24R, BUT THE TWR CTLR WAS EXPECTING RWY 18 TO BE USED.

WHEN CHKING IN WITH TWR THE CALL WAS CLRED FOR R BASE FOR ILS RWY 24R. TWR RESPONDED, CLRED TO LAND. APCHING THE LOC FOR RWY 24L, TWR INFORMED US THAT WE WERE OFF THE LOC. WE RESPONDED THAT WE HAD NOT YET INTERCEPTED THE LOC. TWR RESPONDED THAT HIS REF WAS TO RWY 18, BUT TO CONTINUE AND CLRED TO LAND RWY 24. NO TFC CONFLICTS WERE ENCOUNTERED.
