Narrative:
My main concern was whether or not I was approved VFR or IFR for a VOR-a approach into 6r3, tx. I was flying into iah on a VFR flight plan. The WX at houston was MVFR. I was hoping to get a break in the clouds into houston. There was an overcast layer at houston. When it became clear to me that I wasn't going to get into houston, I decided to fly into 6r3 via the VOR-a approach. The controller cleared me for the approach, but whether I was cleared VFR or IFR was unclr. I did not request IFR and the controller did not say maintain VFR. Later the controller told me of traffic. I assumed I was IFR and told him that I was IFR. He got mad and reclred me for the approach and told me to call his supervisor when I got on the ground.

I DID NOT REQUEST IFR AND THE CTLR DID NOT SAY MAINTAIN VFR. LATER THE CTLR TOLD ME OF TFC. I ASSUMED I WAS IFR AND TOLD HIM THAT I WAS IFR. HE GOT MAD AND RECLRED ME FOR THE APCH AND TOLD ME TO CALL HIS SUPVR WHEN I GOT ON THE GND.
