Narrative:

Location: tight left base to ILS runway 29L. On vectors to a still as yet unknown ILS approach, during snowstorm, we were told to intercept runway 29L ILS, cleared for the approach, contact tower, etc, without having officially received which approach or runway we were to expect. We had anticipated and briefed an ILS runway 29R approach based on the ATIS and initial approach controller's briefing of runway conditions, poor on runway 29L and good on runway 29R. We asked for a box pattern to get better set up and resequenced for the runway 29L ILS. Braking conditions were now fair to poor on runway 29L and runway 29R was now closed. The WX and runway conditions during this snowstorm were changing rapidly and the traffic was very heavy. I refuse to be this rushed in these conditions -- landing on a runway with alleged fair to poor braking conditions. The runway was actually poor in my estimation and I reported this to ground control after landing. I think that the traffic should be managed differently under these conditions than as if it were day VFR.

Title: AN ACR FK10 CAPT OBJECTED TO HIS HANDLING WHEN INBOUND TO MSP ARPT. THINKS THAT SLAM DUNK APCHS SHOULD NOT BE MADE WHEN WX IS POOR AND RWY CONDITIONS ARE NOT THE BEST. RPTR SAYS HE WASN'T ADVISED WHICH ILS APCH HE WOULD BE CLRED FOR AND WAS TURNED IN TOO CLOSE. BRAKING ACTION ON RWY 29L WAS RPTED AS FAIR TO POOR, AND WAS REALLY MORE POOR THAN FAIR. HE TOLD GND CTLR ABOUT BRAKING ACTION AFTER LNDG.

I REFUSE TO BE THIS RUSHED IN THESE CONDITIONS -- LNDG ON A RWY WITH ALLEGED FAIR TO POOR BRAKING CONDITIONS. THE RWY WAS ACTUALLY POOR IN MY ESTIMATION AND I RPTED THIS TO GND CTL AFTER LNDG. I THINK THAT THE TFC SHOULD BE MANAGED DIFFERENTLY UNDER THESE CONDITIONS THAN AS IF IT WERE DAY VFR.
