Narrative:

Civilian contract pilot in left seat, military flight officer student in right seat, military mission commander (instructor) in jump seat between pilot and student. Level at assigned altitude of FL250. Instructor and student thought they heard clearance from center to descend to 17000 ft. Student made radio call that he was leaving FL250 for 17000 ft. Pilot started descent. At approximately FL230 ZJX informed flight that they had not been cleared to descend. Pilot climbed back to FL250.
