Narrative:

Air carrier X (DC9) was cleared into position runway 9L at mia. Air carrier Y (ATR42) was cleared to land runway 9L and not advised of air carrier X in position. Tower was also working on a ground congestion problem with ground control -- a widebody transport at wrong gate causing taxiway blockage. Spanish speaking crew of widebody transport aircraft did not help situation as their english was poor. The air carrier Y crew picked up the lighted DC9 (air carrier X) in position and asked tower if an aircraft was in position. The tower then sent the air carrier Y flight around.

Title: AN ACR DC9 WAS PUT IN POS AND HOLD ON RWY 9L WITH AN ACR ATR42 ON FINAL FOR THE SAME RWY. THE LCL CTLR GOT INVOLVED WITH A GND PROB ALONG WITH THE GND CTLR AND FORGOT THE DC9 WAS ON THE RWY. THE ATR42 QUESTIONED THE TWR ABOUT THE DC9 AND THE LCL CTLR SENT THE ATR42 AROUND. THE ATR PASSED 200 FT OVERHEAD THE DC9 ON HIS GAR.

Narrative: ACR X (DC9) WAS CLRED INTO POS RWY 9L AT MIA. ACR Y (ATR42) WAS CLRED TO LAND RWY 9L AND NOT ADVISED OF ACR X IN POS. TWR WAS ALSO WORKING ON A GND CONGESTION PROB WITH GND CTL -- A WDB AT WRONG GATE CAUSING TXWY BLOCKAGE. SPANISH SPEAKING CREW OF WDB ACFT DID NOT HELP SIT AS THEIR ENGLISH WAS POOR. THE ACR Y CREW PICKED UP THE LIGHTED DC9 (ACR X) IN POS AND ASKED TWR IF AN ACFT WAS IN POS. THE TWR THEN SENT THE ACR Y FLT AROUND.
