Narrative:

At the time ZTL cleared us to cross 30 NM southwest of lgc, aircraft was 130 NM from lgc VOR. Center was giving IFR clearance because of the large number of aircraft coming out of new orleans VFR. There was a 1 1/2 hour delay getting IFR clrncs. We were on our last leg of a long 2 day, with a great tailwind. Center forgot us and as soon as I realized we hadn't received a new altimeter change and a new frequency change when 45 mi from lgc, I contacted ZTL and was descended to 9000 ft and continued uneventfully. We must all be more vigilant but especially when clrncs are not standard.

Title: ARTCC RADAR CTLR TECHNIQUE ATC COM FORGETS TO HAND OFF COMMUTER ACFT TO ZTL DURING STAR ARR PROC.

Narrative: AT THE TIME ZTL CLRED US TO CROSS 30 NM SW OF LGC, ACFT WAS 130 NM FROM LGC VOR. CTR WAS GIVING IFR CLRNC BECAUSE OF THE LARGE NUMBER OF ACFT COMING OUT OF NEW ORLEANS VFR. THERE WAS A 1 1/2 HR DELAY GETTING IFR CLRNCS. WE WERE ON OUR LAST LEG OF A LONG 2 DAY, WITH A GREAT TAILWIND. CTR FORGOT US AND AS SOON AS I REALIZED WE HADN'T RECEIVED A NEW ALTIMETER CHANGE AND A NEW FREQ CHANGE WHEN 45 MI FROM LGC, I CONTACTED ZTL AND WAS DSNDED TO 9000 FT AND CONTINUED UNEVENTFULLY. WE MUST ALL BE MORE VIGILANT BUT ESPECIALLY WHEN CLRNCS ARE NOT STANDARD.
