Narrative:

On final approach into dca, nosegear failed to extend. Approximately 3 hours 15 mins prior to the landing, a takeoff was made from cps at XA15 local time. The runway was partially icy. After the problem was discovered in dca, the aircraft was leveled at 4000 ft and for the next hour (brooks VOR) we held. The gear was recycled 3 times (no extension). After making sure the nosegear light was operating, we reviewed the emergency extension checklist. When the emergency extension failed, a decision was made to fly by the tower at iad and have a visual inspection. No gear was seen by the tower. After spending more time trying to resolve the problem, a decision was made to land at iad on runway 1R. The landing was successful with no injuries.
