Narrative:
While on the ground on a through-flight stop at cle, I performed the aircraft through-flight ground check. An FAA inspector observed the ground check as 'incomplete.' he first informed the captain and next informed me that the nose wheel-well area was not checked -- he was correct. Along with the inspector, a subsequent ground check was performed to his satisfaction. Supplemental information from acn 359601: FAA inspector arrived at airplane to do a ramp check. I had not been present at the plane. I arrived at the plane just prior to the inspector's arrival. The inspector queried me as to whether a through-flight walkaround had been accomplished and when. I asked the first officer, and his response was that he had finished it 5 mins ago, ie, while I was away from the airplane. The inspector told us he would file a report. He did not issue a citation. He gave a verbal corrective action and left the airplane.

Title: FO FAILS TO CHK NOSEWHEEL AREA DURING FLC TECHNIQUE PREFLT PROC. FAA ACI NOTES THIS AND HOLDS CONFERENCE WITH CREW.
Narrative: WHILE ON THE GND ON A THROUGH-FLT STOP AT CLE, I PERFORMED THE ACFT THROUGH-FLT GND CHK. AN FAA INSPECTOR OBSERVED THE GND CHK AS 'INCOMPLETE.'
