Narrative:
Betey intersection on the mht localizer 17 approach is defined by the runway 17 localizer and the '11.4 DME' from an undefined NAVAID (it is the mht VOR). This could be confusing to pilots, since the con VOR is an IAF for this approach, and betey is located approximately at the 11.7 DME from con. Confusion resulting from use of the wrong NAVAID to define betey could cause a late descent in an IAP with a higher than standard descent gradient. Recommend that the mht localizer 17 approach plate be modified to reflect that the mht VOR is the source of DME information used to identify betey intersection. Callback conversation with reporter revealed the following information: reporter states that he was informed about this approach by other pilots who have been conversing about it on an online service. He says it is especially a problem if one is vectored on a straight-in approach and is tuned to con VOR to the initial approach fix. They may fail to retune to the mht VOR and misinterp the DME for betey intersection. The pilot group feels a direct reference to mht on the chart would avoid confusion. Reporter has contacted the commercial company who indicated they would revise the chart. He does not know if this is happening and contacted us for additional assistance.

Title: CHARTING PROB ON LOC RWY 17 AT MHT. PLTS INDICATE THAT THERE IS CONFUSION OF POSSIBLE USE OF ONE VOR USED FOR THE INITIAL APCH FIX VERSUS THE VOR USED FOR DME THAT IS BEYOND THE ARPT.
Narrative: BETEY INTXN ON THE MHT LOC 17 APCH IS DEFINED BY THE RWY 17 LOC AND THE '11.4 DME' FROM AN UNDEFINED NAVAID (IT IS THE MHT VOR). THIS COULD BE CONFUSING TO PLTS, SINCE THE CON VOR IS AN IAF FOR THIS APCH, AND BETEY IS LOCATED APPROX AT THE 11.7 DME FROM CON. CONFUSION RESULTING FROM USE OF THE WRONG NAVAID TO DEFINE BETEY COULD CAUSE A LATE DSCNT IN AN IAP WITH A HIGHER THAN STANDARD DSCNT GRADIENT. RECOMMEND THAT THE MHT LOC 17 APCH PLATE BE MODIFIED TO REFLECT THAT THE MHT VOR IS THE SOURCE OF DME INFO USED TO IDENT BETEY INTXN.
