Narrative:

The national order disallowing 'taxi into position and hold' procedures from an intersection at night, as applied to the operation at bhm, causes a significant and unnecessary safety hazard. Bhm has a unique situation in that the runway 23 departure point is from a displaced threshold in front of the tower cabin attendant. This is published in the airport directory as the departure point of the runway. Since this is not the extreme end of the runway, it has been decided that this point qualifies as an intersection. This means that aircraft must be cleared for takeoff from a holding point in the run-up area. This takes a lot of extra time and presents a safety hazard with arrival aircraft that would not exist otherwise. Due to weight restrs on txwys, departure aircraft (acrs) cannot taxi to the end for full length departure. This is an unnecessary situation and should be rectified. This condition has been observed and written up as a concern by FAA regional evaluators during the last full facility evaluate.

Title: A CTLR STATES THAT THE REQUIREMENT TO NOT ALLOW ACFT TO TAXI INTO POS AND HOLD FROM A RWY INTXN AT NIGHT CAUSES A SIGNIFICANT AND UNNECESSARY SAFETY HAZARD. THE CTLR CLAIMS THAT THE UNIQUE DESIGN OF THE ARPT DELAYS TFC BY TAXIING TO THE END OF THE RWY BEFORE TAKING OFF.

Narrative: THE NATIONAL ORDER DISALLOWING 'TAXI INTO POS AND HOLD' PROCS FROM AN INTXN AT NIGHT, AS APPLIED TO THE OP AT BHM, CAUSES A SIGNIFICANT AND UNNECESSARY SAFETY HAZARD. BHM HAS A UNIQUE SIT IN THAT THE RWY 23 DEP POINT IS FROM A DISPLACED THRESHOLD IN FRONT OF THE TWR CAB. THIS IS PUBLISHED IN THE ARPT DIRECTORY AS THE DEP POINT OF THE RWY. SINCE THIS IS NOT THE EXTREME END OF THE RWY, IT HAS BEEN DECIDED THAT THIS POINT QUALIFIES AS AN INTXN. THIS MEANS THAT ACFT MUST BE CLRED FOR TKOF FROM A HOLDING POINT IN THE RUN-UP AREA. THIS TAKES A LOT OF EXTRA TIME AND PRESENTS A SAFETY HAZARD WITH ARR ACFT THAT WOULD NOT EXIST OTHERWISE. DUE TO WT RESTRS ON TXWYS, DEP ACFT (ACRS) CANNOT TAXI TO THE END FOR FULL LENGTH DEP. THIS IS AN UNNECESSARY SIT AND SHOULD BE RECTIFIED. THIS CONDITION HAS BEEN OBSERVED AND WRITTEN UP AS A CONCERN BY FAA REGIONAL EVALUATORS DURING THE LAST FULL FACILITY EVAL.
