Narrative:
On a part 91 flight to bro, runway 13R was displaced 2200 ft. The tower asked us if we knew about the displaced runway and we said yes, we were aware, and they cleared us to land. After landing the tower asked us if the displaced marks were visible. We told him that we saw a white line with some cones across the runway. He said that was not the displaced marks and we landed 400 ft short. He said there were 2 marks on the edge of the runway. We did not see those marks at any time. The tower asked the plane after us the same question but he told him about the marks. They did not tell us about them until after we landed. There were no markings on the runway to give us distance information. If you put a line across the runway, they should tell the flight crew that is not the displaced marks. When you are on a 5 mi final, if you see a line across the runway it is very easy and misleading to think that is the displaced markings. The tower should always tell you when they have something like this. Callback conversation with reporter revealed the following information: reporter states the displaced threshold markings were very unusual since they were placed beside the runway, not on the runway. His best guess is that the area had been newly paved and they did not want to paint on it. The controller indicated that they had landed 300-400 ft prior to the markings on the side. The flight crew had sighted the white line across the runway and determined that was the mark and that is where they should cross for touchdown. He feels that their error helped to make controller aware that there was some confusion over where the displaced threshold actually was located. Controller then used better phraseology. Reporter feels there could have been a comment on the ATIS to identify the location of the displaced threshold markings. The construction in that area is now complete and the displaced threshold is no longer a problem.

Title: B727 FLC RPT REGARDING DISPLACED THRESHOLD MARKINGS AT BRO ARPT. NOT THE NORMAL MARKINGS AND ONLY TEMPORARY. PHRASEOLOGY FROM TWR DID NOT CLARIFY THE PLACEMENT OF THE DISPLACED THRESHOLD AND FLC LANDED SHORT OF ACTUAL MARKINGS WHICH WERE BESIDE, NOT ON THE RWY.
Narrative: ON A PART 91 FLT TO BRO, RWY 13R WAS DISPLACED 2200 FT. THE TWR ASKED US IF WE KNEW ABOUT THE DISPLACED RWY AND WE SAID YES, WE WERE AWARE, AND THEY CLRED US TO LAND. AFTER LNDG THE TWR ASKED US IF THE DISPLACED MARKS WERE VISIBLE. WE TOLD HIM THAT WE SAW A WHITE LINE WITH SOME CONES ACROSS THE RWY. HE SAID THAT WAS NOT THE DISPLACED MARKS AND WE LANDED 400 FT SHORT. HE SAID THERE WERE 2 MARKS ON THE EDGE OF THE RWY. WE DID NOT SEE THOSE MARKS AT ANY TIME. WHEN YOU ARE ON A 5 MI FINAL, IF YOU SEE A LINE ACROSS THE RWY IT IS VERY EASY AND MISLEADING TO THINK THAT IS THE DISPLACED MARKINGS. THE TWR SHOULD ALWAYS TELL YOU WHEN THEY HAVE SOMETHING LIKE THIS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATES THE DISPLACED THRESHOLD MARKINGS WERE VERY UNUSUAL SINCE THEY WERE PLACED BESIDE THE RWY, NOT ON THE RWY. HIS BEST GUESS IS THAT THE AREA HAD BEEN NEWLY PAVED AND THEY DID NOT WANT TO PAINT ON IT. THE CTLR INDICATED THAT THEY HAD LANDED 300-400 FT PRIOR TO THE MARKINGS ON THE SIDE. THE FLC HAD SIGHTED THE WHITE LINE ACROSS THE RWY AND DETERMINED THAT WAS THE MARK AND THAT IS WHERE THEY SHOULD CROSS FOR TOUCHDOWN. HE FEELS THAT THEIR ERROR HELPED TO MAKE CTLR AWARE THAT THERE WAS SOME CONFUSION OVER WHERE THE DISPLACED THRESHOLD ACTUALLY WAS LOCATED. CTLR THEN USED BETTER PHRASEOLOGY. RPTR FEELS THERE COULD HAVE BEEN A COMMENT ON THE ATIS TO IDENT THE LOCATION OF THE DISPLACED THRESHOLD MARKINGS. THE CONSTRUCTION IN THAT AREA IS NOW COMPLETE AND THE DISPLACED THRESHOLD IS NO LONGER A PROB.
