Narrative:
Our flight was given holding at lagrange VOR. Before we crossed the holding fix, ATC instructed us to make our turn outbound, then gave us a vector. Then we received a clearance to proceed direct tiroe and to cross 10 mi west of tiroe at 10000 ft and 250 KTS. That is the clearance I thought I heard and I read back. We were close to the fix, so it was a 'hurry up' descent. Out of 11000 ft or below, ATC asked 'where are you going?' I replied, '10000 ft.' ATC said, 'I didn't catch that, maintain 11000 ft.' we climbed to 11000 ft. I thought I understood the clearance to cross the fix at 10000 ft.

Title: AN ACR MLG DSNDED BELOW THE ALT THAT THE TRACON APCH CTLR CLRED THE ACFT TO FLY. THE FLC BELIEVES THAT THEY RECEIVED AND READ BACK 10000 FT WHILE THE CTLR CLAIMS THAT HE GAVE THEM 11000 FT.
