Narrative:
At XA58Z I relieved the controller from combined position of flight data, ground, and local. Gave me a briefing but did not inform me of a C180 holding/running up at the intersection of runway 29/22 at XB05Z. The C180 called ready for departure. I had no knowledge of this aircraft parked on runway 04/22 and the potential consequences of this incident are obvious because it occurred at night. I seriously doubt, however, that the supervisor will counsel the individual involved because the supervisor has admitted to having an extreme personal relationship with the individual. When the incident occurred I did notice that the controller did have the aircraft call sign written on his note pad. Because this individual has fabricated incidents involving my performance, I have difficulty believing it was an honest mistake, and because he has tried to set me up numerous times on position.

Title: ATCT LCL CTLR THAT HAD JUST ASSUMED A COMBINED POS OP IN THE TWR WAS SURPRISED WHEN A C180 CALLED HIM READY FOR TKOF. RPTR ALLEGES THAT THE CTLR HE RELIEVED DID NOT BRIEF HIM ON THE ACFT'S POS OR THAT HE WAS ON FREQ. INTERPERSONAL RELATIONSHIP BTWN THIS RPTR AND OTHER CTLRS AT THIS FACILITY IS NOT GOOD.
Narrative: AT XA58Z I RELIEVED THE CTLR FROM COMBINED POS OF FLT DATA, GND, AND LCL. GAVE ME A BRIEFING BUT DID NOT INFORM ME OF A C180 HOLDING/RUNNING UP AT THE INTXN OF RWY 29/22 AT XB05Z.
