Narrative:
We were given clearance to taxi to runway 23R via taxiway U, runway 28 and hold short of runway 23L. We inadvertently crossed the hold short line for runway 23L by several ft. It's a confusing intersection so we were looking for any landing traffic (none). We did not expect to see the hold short line where it was located. Depicting it on the field diagram would have helped prevent this particular incident. Callback conversation with reporter revealed the following information: reporter flies into cle about once a yr. He simply missed seeing the hold short line for runway 28. His head had been down as checklists were being completed, but, he was still surprised that the hold short line was located in an area where it was unexpected. Neither flight crew member was aware of the exact location of the line. The following suggestions were made to improve upon this situation. Make a bigger note of the hold short line location on the ground taxi chart. Physically write on the taxiway in big letters, 'hold short.' use a different type lighting to help in identing the line. Flashing yellow lights as used at other airports. Write hold line on taxiway with the runway the hold short line is used, such as: hold short runway 28.
Original NASA ASRS Text
Title: DC9-30 HAS RWY 28 INCURSION AT CLE.
Narrative: WE WERE GIVEN CLRNC TO TAXI TO RWY 23R VIA TXWY U, RWY 28 AND HOLD SHORT OF RWY 23L. WE INADVERTENTLY CROSSED THE HOLD SHORT LINE FOR RWY 23L BY SEVERAL FT. IT'S A CONFUSING INTXN SO WE WERE LOOKING FOR ANY LNDG TFC (NONE). WE DID NOT EXPECT TO SEE THE HOLD SHORT LINE WHERE IT WAS LOCATED. DEPICTING IT ON THE FIELD DIAGRAM WOULD HAVE HELPED PREVENT THIS PARTICULAR INCIDENT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR FLIES INTO CLE ABOUT ONCE A YR. HE SIMPLY MISSED SEEING THE HOLD SHORT LINE FOR RWY 28. HIS HEAD HAD BEEN DOWN AS CHKLISTS WERE BEING COMPLETED, BUT, HE WAS STILL SURPRISED THAT THE HOLD SHORT LINE WAS LOCATED IN AN AREA WHERE IT WAS UNEXPECTED. NEITHER FLC MEMBER WAS AWARE OF THE EXACT LOCATION OF THE LINE. THE FOLLOWING SUGGESTIONS WERE MADE TO IMPROVE UPON THIS SIT. MAKE A BIGGER NOTE OF THE HOLD SHORT LINE LOCATION ON THE GND TAXI CHART. PHYSICALLY WRITE ON THE TXWY IN BIG LETTERS, 'HOLD SHORT.' USE A DIFFERENT TYPE LIGHTING TO HELP IN IDENTING THE LINE. FLASHING YELLOW LIGHTS AS USED AT OTHER ARPTS. WRITE HOLD LINE ON TXWY WITH THE RWY THE HOLD SHORT LINE IS USED, SUCH AS: HOLD SHORT RWY 28.
