An air carrier Y aircraft had been turned and descended out of 5000 ft for 3000 ft. Air carrier X (the B737) at 5000 ft wbound advised he was responding to an RA and descended into the air carrier Y also descending.

Title: APCH CTLR VECTORING 2 ACR ACFT FOR APCH TO DCA. THE CTLR TURNED AND DSNDED A FK10 AND THE SECOND ACFT (A B737) RECEIVED A TCASII RA ON THE FK10 AND DSNDED TOWARDS THE FK10 CAUSING LTSS TO OCCUR.
Narrative: AN ACR Y ACFT HAD BEEN TURNED AND DSNDED OUT OF 5000 FT FOR 3000 FT. ACR X (THE B737) AT 5000 FT WBOUND ADVISED HE WAS RESPONDING TO AN RA AND DSNDED INTO THE ACR Y ALSO DSNDING.
