Narrative:

Air carrier X was handed off to me by ZJX at 13000 ft, sbound. Air carrier X was landing at vps, but R2915 was hot and ZJX said vps had said to route air carrier X along the coast. Pns must vector eastbound aircraft through a narrow gate at varre (on the coast) to remain clear of R2915. Working west of the gate was a military T34 performing aerobatics. These aircraft do not talk to approach control, but squawk XX00 when they are performing aerobatics. Air carrier X was level at 5000 ft when I began to call traffic to air carrier X. I observed the aerobatic T34 flying eastbound on an intercept with air carrier X. As well as descending out of 7500 ft. I continued to call traffic and also gave air carrier X a southeast turn toward the gate (away from traffic). I could not give an east turn until air carrier X was south of the coast due to R2915. As I issued a '090 degree' heading to air carrier X, the T34 descended to 5500 ft, in close proximity to air carrier X. Air carrier X said he was responding to an RA and also reported the traffic in sight. The T34 then turned back wbound. Recommendation: the T34's should not perform aerobatics in the area near the gate along the coast. There are plenty of other places they could practice. At the very least, we should be talking to them so we could restrict their altitudes and/or working areas.

Title: APCH CTLR VECTORING AN ACR DC9 NEAR A RESTR AREA THAT WAS HOT, SAW A T34 DOING AEROBATICS IN THE RESTR AREA. TFC WAS GIVEN TO THE DC9 SEVERAL TIMES AND THE CTLR VECTORED THE DC9 THROUGH A NARROW GATE FOR LNDG AT PNS. THE T34 DSNDED TO WITHIN 500 FT TO THE DC9 AND CAUSED A TCASII RA AND THE DC9 RESPONDED ACCORDINGLY. THE T34 WAS AT THE VERY EDGE OF THE RESTR AREA AND THE RPTR FEELS ATC SHOULD BE TALKING TO THE MIL ACFT OR THEY SHOULD DO THEIR AEROBATICS ELSEWHERE.

I COULD NOT GIVE AN E TURN UNTIL ACR X WAS S OF THE COAST DUE TO R2915. AS I ISSUED A '090 DEG' HDG TO ACR X, THE T34 DSNDED TO 5500 FT, IN CLOSE PROX TO ACR X. ACR X SAID HE WAS RESPONDING TO AN RA AND ALSO RPTED THE TFC IN SIGHT. THE T34 THEN TURNED BACK WBOUND. RECOMMENDATION: THE T34'S SHOULD NOT PERFORM AEROBATICS IN THE AREA NEAR THE GATE ALONG THE COAST. THERE ARE PLENTY OF OTHER PLACES THEY COULD PRACTICE. AT THE VERY LEAST, WE SHOULD BE TALKING TO THEM SO WE COULD RESTRICT THEIR ALTS AND/OR WORKING AREAS.
