Narrative:

We were descending from the ivanouskoye NDB toward the ad beacon while on, what we thought to be, the UM25B approach. The descent and approach checklist had been accomplished down to 'altimeters to go.' while approaching the beacon the controller cleared us to descend to '900 meters, (2960 ft) and turn left to 300 degrees (EST) for vectors to runway 7R. As we were prepared for runway 25L, there was a great deal to be done and we passed through the transition level without resetting our altimeters to QFE 0978 hp. About this time (we were still descending and the controller gave us a new vector and updated the altimeter to 0980 hp). At this time we realized we had not reset our altimeters and immediately did so while simultaneously initiating a climb back to 2960 ft from approximately 2600 ft. Shortly thereafter (5 seconds or so) the controller asked our altitude and stated we indicated low.

Title: B767-ER HAD PLANNED APCH TO RWY 25L. WAS VECTORED TO RWY 7R AND CLRED TO DSND TO 900 METERS. FAILED TO SET CURRENT ALTIMETER AND DSNDED TO 600 METERS OR 2600 FT. CTLR QUESTIONED ALT AFTER THE ERROR HAD BEEN NOTED.

WHILE APCHING THE BEACON THE CTLR CLRED US TO DSND TO '900 METERS, (2960 FT) AND TURN L TO 300 DEGS (EST) FOR VECTORS TO RWY 7R. AS WE WERE PREPARED FOR RWY 25L, THERE WAS A GREAT DEAL TO BE DONE AND WE PASSED THROUGH THE TRANSITION LEVEL WITHOUT RESETTING OUR ALTIMETERS TO QFE 0978 HP. ABOUT THIS TIME (WE WERE STILL DSNDING AND THE CTLR GAVE US A NEW VECTOR AND UPDATED THE ALTIMETER TO 0980 HP). AT THIS TIME WE REALIZED WE HAD NOT RESET OUR ALTIMETERS AND IMMEDIATELY DID SO WHILE SIMULTANEOUSLY INITIATING A CLB BACK TO 2960 FT FROM APPROX 2600 FT. SHORTLY THEREAFTER (5 SECONDS OR SO) THE CTLR ASKED OUR ALT AND STATED WE INDICATED LOW.
