Narrative:

A C172 was instructed to taxi to runway 29. Pilot taxied out onto runway 4/22 and did a runup for approximately 8 mins without approval to access this runway. Only local pilots access runway 4/22 when instructed to taxi to runway 29. All transient pilots will hold short of runway 4/22. Local pilots do this because the aviation education representative has persistently told local pilots they can access this runway without approval from the tower. Again, if an accident occurs -- regardless of the reason, while a pilot is on runway 4/22 without approval from the tower, who will be held liable for the accident? The word 'cross' does not mean the same thing as 'access.'

Title: A TAXIING C172 WAS INSTRUCTED TO TAXI TO RWY 29, HOWEVER, THE PLT STOPPED ON RWY 4-22 TO COMPLETE THE RUNUP BEFORE TAXIING TO RWY 29. THE CTLR RPTR CLAIMS THAT ONLY LCL PLTS MAY CONDUCT THEIR RUNUP ON RWY 4, AND TRANSIENT PLTS ARE SUPPOSED TO CONTINUE TO RWY 29 FOR THEIR RUNUP.

Narrative: A C172 WAS INSTRUCTED TO TAXI TO RWY 29. PLT TAXIED OUT ONTO RWY 4/22 AND DID A RUNUP FOR APPROX 8 MINS WITHOUT APPROVAL TO ACCESS THIS RWY. ONLY LCL PLTS ACCESS RWY 4/22 WHEN INSTRUCTED TO TAXI TO RWY 29. ALL TRANSIENT PLTS WILL HOLD SHORT OF RWY 4/22. LCL PLTS DO THIS BECAUSE THE AVIATION EDUCATION REPRESENTATIVE HAS PERSISTENTLY TOLD LCL PLTS THEY CAN ACCESS THIS RWY WITHOUT APPROVAL FROM THE TWR. AGAIN, IF AN ACCIDENT OCCURS -- REGARDLESS OF THE REASON, WHILE A PLT IS ON RWY 4/22 WITHOUT APPROVAL FROM THE TWR, WHO WILL BE HELD LIABLE FOR THE ACCIDENT? THE WORD 'CROSS' DOES NOT MEAN THE SAME THING AS 'ACCESS.'
