Narrative:
I was flying a PA38 from crg airport on a training lesson at 2500 ft. I lost partial engine power, maximum power of 1500 RPM's is all the aircraft would produce. I proceeded with my emergency checklist. Switched fuel tanks, fuel pump on, carburetor heat and primer in and locked. Still no power. I declared an emergency on 121.5 and squawked 7700. I proceeded to an open field and landed. I landed the aircraft at tpc sawgrass on a golf course in pontevedra beach, fl. No damage was done to the aircraft or the golf course. FAA was called to the scene.
