Narrative:
#2 engine thrust reverser indicated an unlocked condition on initial climb from msy. Crew referred to appropriate checklist, retarded #2 engine to idle and reduced airspeed to 200 KTS. Notified ATC of intent to return to msy and land. No abnormal engine or control problems. Crew elected to keep engine running versus shutting it down. Captain notified maintenance via atl radio and advised them that we had what appeared to be a faulty indication on the #2 engine thrust reverser and that we intended to keep the engine running at idle power and return to msy and land. Maintenance did not concur with our decision and stated that the entire thrust reverser unlock procedure should be accomplished even though there was no physical indication of a problem. The captain and I discussed the situation and reluctantly complied and shut down the #2 engine. All single engine checklists were accomplished, an emergency was declared, and an uneventful single engine approach and landing was accomplished to runway 10 at msy. All passenger deplaned at the gate without incident. Maintenance at msy subsequently inspected the #2 reverser which was stowed. Discussion: no airspace or altdevs occurred, and there were no conflicts with other traffic. WX was not a factor. Msy approach handled the situation very well and most expeditiously. Main problem was conflict between the crew's desire to keep the engine running and maintenance insistence that the entire procedure (ie, engine shutdown) be accomplished. This procedure needs to be reviewed for the CL65 and emphasized that the engine not be shut down if there are no abnormal indications. Maintenance and the crews need to be on the same sheet of music!

Title: A CL65 DECLARED AN EMER AND RETURNED TO THE FIELD DUE TO #2 ENG REVERSER UNLOCK LIGHT ILLUMINATED ON INITIAL CLB. ENG SHUTDOWN.
