Narrative:
A heavy KE35/right arrived at gjt airport for practice instrument approachs and closed traffic training. The pilot persistently used the call sign and 'heavy' to inform the controller and other pilots operating in the area of the KE35's weight classification. The KE35 lifted off runway 11 from a touch-and-go and approximately 20 seconds later the controller cleared a PA31 for takeoff on the same runway. The 2 min wake turbulence separation minima was not applied. Reference: FAA ATC manual 7110.65J paragraph 3-9-6f1.

Title: A CTLR OBSERVES ANOTHER CTLR WORKING LCL CTL RELEASE A PA31 BEHIND A MIL HVY ACFT WITHOUT ENSURING 2 MIN WAKE TURB SEPARATION.
Narrative: A HVY KE35/R ARRIVED AT GJT ARPT FOR PRACTICE INST APCHS AND CLOSED TFC TRAINING. THE PLT PERSISTENTLY USED THE CALL SIGN AND 'HVY' TO INFORM THE CTLR AND OTHER PLTS OPERATING IN THE AREA OF THE KE35'S WT CLASSIFICATION. THE KE35 LIFTED OFF RWY 11 FROM A TOUCH-AND-GO AND APPROX 20 SECONDS LATER THE CTLR CLRED A PA31 FOR TKOF ON THE SAME RWY. THE 2 MIN WAKE TURB SEPARATION MINIMA WAS NOT APPLIED.
