Narrative:
On approach to ILS/visual runway 27L ord -- heard another aircraft on local radio when switched over at OM '+/-40 KTS on short final.' I think the aircraft ahead of us went around as I did when I heard the tower announce 'microburst alert' runway 27L and then they stated the winds at the surface. The tower changed the runway to runway 22. Winds about 230 degrees at 18 KTS gusting to 32 KTS. Got radar vector to final runway 22 and aircraft ahead of us executed a missed approach due to windshear on final -- so I refused final and executed missed approach also. On long downwind on 3RD approach, I had to declare 'minimum fuel,' and get shorter radar vector to final and a safe landing on runway 22 ord. Only +/-5 KTS on short final runway 22. I found out later that ord tower had programming problem in computer that calculates the 'microburst' alert system at the airport. For your information at my airline -- SOP -- is an automatic missed approach if microburst alert is present, ie, no approachs permitted.

FLCS ACR SOP DOESN'T ALLOW APCHS WITH MICROBURST ALERTS. FLC DECLARED LOW FUEL AND GIVEN PRIORITY LNDG.
