Narrative:
Aircraft #1 was sbound over onm VOR at 15000 ft. Aircraft #2 was holding over onm VOR at 16000 ft as a time delay maneuver prior to entering R5107C. Aircraft #2 advises me that he is done with holding and will proceed into R5107C. I clear aircraft #2 to maintain 16000 ft (because of aircraft #1), advise radar service is terminated, and to contact 'cherokee' control (wsmr). I immediately observe aircraft #2 target passing slightly behind aircraft #1 with mode C showing 14XXX ft, descending. Aircraft #2 descended to about 12900 ft then began a climb. Altitude was erratic but aircraft #2 was clear of aircraft #1 at this point. Aircraft #2 was off frequency so no explanation could be sought.

Title: PLTDEV OCCURRED WHEN MIL F117 LEFT ASSIGNED ALT OF 16000 FT WHEN EXITING THE HOLDING PATTERN FOR ENTRY INTO THE RESTR AREA AND CONFLICTED WITH A BE02 SBOUND OVER ONM VOR AT 15000 FT.
Narrative: ACFT #1 WAS SBOUND OVER ONM VOR AT 15000 FT. ACFT #2 WAS HOLDING OVER ONM VOR AT 16000 FT AS A TIME DELAY MANEUVER PRIOR TO ENTERING R5107C. ACFT #2 ADVISES ME THAT HE IS DONE WITH HOLDING AND WILL PROCEED INTO R5107C. I CLR ACFT #2 TO MAINTAIN 16000 FT (BECAUSE OF ACFT #1), ADVISE RADAR SVC IS TERMINATED, AND TO CONTACT 'CHEROKEE' CTL (WSMR). I IMMEDIATELY OBSERVE ACFT #2 TARGET PASSING SLIGHTLY BEHIND ACFT #1 WITH MODE C SHOWING 14XXX FT, DSNDING. ACFT #2 DSNDED TO ABOUT 12900 FT THEN BEGAN A CLB. ALT WAS ERRATIC BUT ACFT #2 WAS CLR OF ACFT #1 AT THIS POINT. ACFT #2 WAS OFF FREQ SO NO EXPLANATION COULD BE SOUGHT.
