Narrative:
Flying lda DME C to psg airport, to 1000 ft MSL runway 22 minimums. Wind in southeast was southeasterly at 15-25 KTS. Psg airport is in wind shadow (runway 4/22) and generally has 2 tailwinds with southeast winds. WX during approach allowed either 4 or 22 minimums. Usual procedure is to accept initial tailwind for runway 22. Today, wind advertised as 120 degrees at 8 KTS, shadow effect. Wind in fpn NDB area showed in excess of 35 KTS. I felt this was too much tailwind for runway 22 as it wrapped around terrain for quartering tailwind. I had flown down to runway 22 minimums into VMC conditions starting at 1500 ft MSL. I opted to circle for runway 4 since wind in narrows showed 10-15 KTS. MDA is 1300 ft for runway 4. Options: cancel IFR (WX is VFR), get visual approach, miss approach. Since I've already leveled at 1000 ft, I've ruled out a circle, radio contact with zan requires dialing up another frequency and is probably not going to get through due to line-of-sight. Sitka rco (radio) is too slow to respond (sitka has warning traffic too as well numerous other rco's and situation traffic). To cancel or get a visual approach from center requires situation radio to get my request, call center, wait for center reply, get back to me (140 KTS). Answer: miss approach. Safe? Efficient, economical, practical? No. With a frequency for AWOS, CTAF, company and situation radio, there is no way to amend a clearance to us any of the legal options to preclude a missed.
