Narrative:
Normal approach into dtw. Landing to the south on runway 21R. At 4000 ft and cleared for the visual approach. We were at 7 DME from runway. TCASII gave us a TA. I referenced the TCASII screen and saw an aircraft at 11 O'clock position, 1/2 mi and 500 ft above us. I looked out and saw a C182RG in location as indicated. I instructed first officer to pull power to idle and start descent. He complied and then TCASII gave us a descend RA. We complied and then RA ceased. We contacted approach control and told them we had an RA and he acknowledged. We later talked on phone and he explained the aircraft in question was supposed to be at 3500 ft and west of course (ILS). He guaranteed me he would discuss this with the pilot of aircraft in question and discuss a training program at the company to train pilots of importance of being situationally aware of position while photographing. Promised me this will never happen again.

Narrative: NORMAL APCH INTO DTW. LNDG TO THE S ON RWY 21R. AT 4000 FT AND CLRED FOR THE VISUAL APCH. WE WERE AT 7 DME FROM RWY. TCASII GAVE US A TA. I REFED THE TCASII SCREEN AND SAW AN ACFT AT 11 O'CLOCK POS, 1/2 MI AND 500 FT ABOVE US. I LOOKED OUT AND SAW A C182RG IN LOCATION AS INDICATED. I INSTRUCTED FO TO PULL PWR TO IDLE AND START DSCNT. HE COMPLIED AND THEN TCASII GAVE US A DSND RA. WE COMPLIED AND THEN RA CEASED. WE CONTACTED APCH CTL AND TOLD THEM WE HAD AN RA AND HE ACKNOWLEDGED. WE LATER TALKED ON PHONE AND HE EXPLAINED THE ACFT IN QUESTION WAS SUPPOSED TO BE AT 3500 FT AND W OF COURSE (ILS). HE GUARANTEED ME HE WOULD DISCUSS THIS WITH THE PLT OF ACFT IN QUESTION AND DISCUSS A TRAINING PROGRAM AT THE COMPANY TO TRAIN PLTS OF IMPORTANCE OF BEING SITUATIONALLY AWARE OF POS WHILE PHOTOGRAPHING. PROMISED ME THIS WILL NEVER HAPPEN AGAIN.
