Narrative:
Aircraft #2 was a test flight off lincoln. Aircraft #1 was oma departure wbound both at FL350. Aircraft #2 made a left turn at gri and was in conflict with aircraft #1. Aircraft #2 was given descent clearance to FL330 twice, but no response from pilot. Aircraft #1 was then given descent clearance to FL330. He responded. At that point I noticed aircraft #2 was also in a descent. Aircraft #2 was then told twice to climb to and maintain FL350, but no response from pilot. Aircraft #2 was now below aircraft #1 so I issued climb to aircraft #1 to FL350. I then noticed aircraft #2 was also in a climb. I then issued descent to aircraft #1 and maintain FL350 to aircraft #2. Aircraft #2 responded and reported level at FL350. Aircraft #1 was given further descent to FL310. Separation was lost. The situation could have been avoided if I had noticed aircraft #2 would be making a south turn at gri. And if aircraft #2 had responded to my initial descent clrncs.

Narrative: ACFT #2 WAS A TEST FLT OFF LINCOLN. ACFT #1 WAS OMA DEP WBOUND BOTH AT FL350. ACFT #2 MADE A L TURN AT GRI AND WAS IN CONFLICT WITH ACFT #1. ACFT #2 WAS GIVEN DSCNT CLRNC TO FL330 TWICE, BUT NO RESPONSE FROM PLT. ACFT #1 WAS THEN GIVEN DSCNT CLRNC TO FL330. HE RESPONDED. AT THAT POINT I NOTICED ACFT #2 WAS ALSO IN A DSCNT. ACFT #2 WAS THEN TOLD TWICE TO CLB TO AND MAINTAIN FL350, BUT NO RESPONSE FROM PLT. ACFT #2 WAS NOW BELOW ACFT #1 SO I ISSUED CLB TO ACFT #1 TO FL350. I THEN NOTICED ACFT #2 WAS ALSO IN A CLB. I THEN ISSUED DSCNT TO ACFT #1 AND MAINTAIN FL350 TO ACFT #2. ACFT #2 RESPONDED AND RPTED LEVEL AT FL350. ACFT #1 WAS GIVEN FURTHER DSCNT TO FL310. SEPARATION WAS LOST. THE SIT COULD HAVE BEEN AVOIDED IF I HAD NOTICED ACFT #2 WOULD BE MAKING A S TURN AT GRI. AND IF ACFT #2 HAD RESPONDED TO MY INITIAL DSCNT CLRNCS.
