Narrative:
Upon arrival into the kingston cta we were cleared to 10000 ft over the mly VOR, thence mly 1 arrival. About 1 mi from the mly VOR, we had TCASII TA followed shortly by an RA, resulting in an evasive maneuver. Air carrier flight Y had been cleared by another ATC controller to climb to 14000 ft at which point he was climbing through 9000 ft over mly VOR, thus resulting in TCASII RA. Air carrier flight Y should not have been given climb clearance from 9000 ft to 14000 ft until we were both clear of the mly VOR in our respective directions.

Narrative: UPON ARR INTO THE KINGSTON CTA WE WERE CLRED TO 10000 FT OVER THE MLY VOR, THENCE MLY 1 ARR. ABOUT 1 MI FROM THE MLY VOR, WE HAD TCASII TA FOLLOWED SHORTLY BY AN RA, RESULTING IN AN EVASIVE MANEUVER. ACR FLT Y HAD BEEN CLRED BY ANOTHER ATC CTLR TO CLB TO 14000 FT AT WHICH POINT HE WAS CLBING THROUGH 9000 FT OVER MLY VOR, THUS RESULTING IN TCASII RA. ACR FLT Y SHOULD NOT HAVE BEEN GIVEN CLB CLRNC FROM 9000 FT TO 14000 FT UNTIL WE WERE BOTH CLR OF THE MLY VOR IN OUR RESPECTIVE DIRECTIONS.
