Narrative:
Plane had just been painted and refurbished at repair facility in wv. Plane was being returned to home base, cgf. Decided to stop at tso for coffee, etc. On right base to runway 7, horn came on when I throttled back. Activated gear switch, horn stopped. Indicator cylinder started to rotate (did not see complete rotation). Wheels did not come down. Gear would not come down after plane was lifted until broken out by emergency hand operation. Suspect accident caused by wheels frozen in wells by fresh paint. Suggest that I should have recycled gear repetitively on the flight between hlg and tso, preferably before an observer. This should be standard after repaint. Also caution should be taken to avoid painting safety switches closed or open.

Title: SMA ACFT JUST OUT OF REFURBISHING AND PAINTING, RPTR STATES HE WAS UNABLE TO LOWER LNDG GEAR BECAUSE WHEELS WERE FROZEN IN WELLS BY FRESH PAINT. RPTR ALSO INFERS THAT SAFETY SWITCHES WERE EITHER PAINTED CLOSED OR OPEN.
Narrative: PLANE HAD JUST BEEN PAINTED AND REFURBISHED AT REPAIR FACILITY IN WV. PLANE WAS BEING RETURNED TO HOME BASE, CGF. DECIDED TO STOP AT TSO FOR COFFEE, ETC. ON R BASE TO RWY 7, HORN CAME ON WHEN I THROTTLED BACK. ACTIVATED GEAR SWITCH, HORN STOPPED. INDICATOR CYLINDER STARTED TO ROTATE (DID NOT SEE COMPLETE ROTATION). WHEELS DID NOT COME DOWN. GEAR WOULD NOT COME DOWN AFTER PLANE WAS LIFTED UNTIL BROKEN OUT BY EMER HAND OP. SUSPECT ACCIDENT CAUSED BY WHEELS FROZEN IN WELLS BY FRESH PAINT.
