Narrative:
Arriving at 4k3, mo, from 9k4, mo, I entered the traffic pattern for runway 36. The winds were from 030-040 degrees at 8-10 KTS -- I guessed from the wind sock, the only available source of information. The approach and landing were uneventful. During rollout, the control stick stayed back and rested on my right leg. Using normal braking, I began decelerating to a safe taxi speed. I looked out the right window to check out the taxiway which was in front and to the right, when I began to notice the tail come up. My feet came off the brakes and I tried to pull the stick further back, but neither action could stop what had already begun. The propeller dug into the ground and the plane continued to FLIP over until the top of the vertical stabilizer rested on the ground. This event has been classified as an incident. The primary investigator was mr X at the kansas city FSDO. It was determined that the passenger had her feet resting on the heel brakes.

Title: PLT OF A PORTERFIELD LP65 IS UNABLE TO KEEP TAIL ON THE GND WHEN ROLLING OUT AFTER LNDG. THE PAX HAD HER FEET ON THE HEEL BRAKES.
Narrative: ARRIVING AT 4K3, MO, FROM 9K4, MO, I ENTERED THE TFC PATTERN FOR RWY 36. THE WINDS WERE FROM 030-040 DEGS AT 8-10 KTS -- I GUESSED FROM THE WIND SOCK, THE ONLY AVAILABLE SOURCE OF INFO. THE APCH AND LNDG WERE UNEVENTFUL. DURING ROLLOUT, THE CTL STICK STAYED BACK AND RESTED ON MY R LEG. USING NORMAL BRAKING, I BEGAN DECELERATING TO A SAFE TAXI SPD. I LOOKED OUT THE R WINDOW TO CHK OUT THE TXWY WHICH WAS IN FRONT AND TO THE R, WHEN I BEGAN TO NOTICE THE TAIL COME UP. MY FEET CAME OFF THE BRAKES AND I TRIED TO PULL THE STICK FURTHER BACK, BUT NEITHER ACTION COULD STOP WHAT HAD ALREADY BEGUN. THE PROP DUG INTO THE GND AND THE PLANE CONTINUED TO FLIP OVER UNTIL THE TOP OF THE VERT STABILIZER RESTED ON THE GND. THIS EVENT HAS BEEN CLASSIFIED AS AN INCIDENT. THE PRIMARY INVESTIGATOR WAS MR X AT THE KANSAS CITY FSDO. IT WAS DETERMINED THAT THE PAX HAD HER FEET RESTING ON THE HEEL BRAKES.
