Narrative:
My student was on a solo cross country on a leg from jxn to fnt. After departing he asked jxn tower permission to change frequency to call lansing to open a VFR flight plan. Jxn tower granted frequency change and said to call lansing. The student switched to lan FSS frequency and was under the impression that lan FSS and lan approach were related agencies. Unfortunately it wasn't until 3 mi from fnt field until he decided that he must have been forgotten to be handed off. At this point he contacted the controller at fnt. Fnt tower called me after the student had left his airspace and described the situation. He indicated that he would not issue a violation, but wanted to advise me of situation to prevent further conflicts. This was appreciated as when asked, the student indicated that the flight went 'pretty well.' after a thorough 'walk' through the trips communications, we discovered the misunderstanding of the radio trouble.

Title: STUDENT PLT ON A XCOUNTRY FLT INADVERTENTLY PENETRATED CLASS C AIRSPACE THINKING THAT THE FAA FSS AND APCH CTL WERE ONE AND THE SAME. WHEN THE STUDENT CONTACTED THE FSS TO OPEN HIS FLT PLAN, HE THOUGHT THAT THE APCH FACILITY WOULD AUTOMATICALLY KNOW THAT HE WAS COMING AND THEREFORE BE PROVIDING HIM WITH A CLRNC TO HIS DEST ARPT.
Narrative: MY STUDENT WAS ON A SOLO XCOUNTRY ON A LEG FROM JXN TO FNT. AFTER DEPARTING HE ASKED JXN TWR PERMISSION TO CHANGE FREQ TO CALL LANSING TO OPEN A VFR FLT PLAN. FNT TWR CALLED ME AFTER THE STUDENT HAD LEFT HIS AIRSPACE AND DESCRIBED THE SIT. HE INDICATED THAT HE WOULD NOT ISSUE A VIOLATION, BUT WANTED TO ADVISE ME OF SIT TO PREVENT FURTHER CONFLICTS. THIS WAS APPRECIATED AS WHEN ASKED, THE STUDENT INDICATED THAT THE FLT WENT 'PRETTY WELL.' AFTER A THOROUGH 'WALK' THROUGH THE TRIPS COMS, WE DISCOVERED THE MISUNDERSTANDING OF THE RADIO TROUBLE.
