Narrative:
While performing the exterior preflight on my aircraft, I observed 2 baggage handling personnel without either uniforms or security badges, loading baggage. I challenged them as required by company and FAA regulations, and they were unable to produce security badges of any kind. Further, security personnel were observed on the jetbridge and on the ramp without the required security badges. Further, station personnel were notified, however, there was no observable effort on the part of ccs station personnel to either check the authority/authorized of the aforementioned personnel on the ramp without identify or remove them. This is a major breach of security which I am requesting be investigated by responsible authority/authorized. Callback conversation with reporter revealed the following information: the reporter was flying a series of flts into and out of ccs. On this day, the captain noted that none of the ramp personnel seemed to have badges or other identify and two of them, who were loading bags, did not have uniforms. He said that he met with the company's station manager later that day and he seemed to not care about his complaint. The other station personnel in the operations area did not care either when he talked to them earlier. After he talked to the company's manager he noted that the security personnel did not have badges or other identify visible either. He said that this is a bad situation that should be addressed before someone attempts to take advantage of this lax security. The reporter is a B757-200 captain for an air carrier and he flies into south america often.

Title: AN ACR B757-200 FLC RPT THAT SECURITY AT CCS IS VERY LAX WITH FEW OR NO BADGES DISPLAYED AND WITH PEOPLE WORKING ON THE RAMP WITHOUT BADGES OR UNIFORMS.
Narrative: WHILE PERFORMING THE EXTERIOR PREFLT ON MY ACFT, I OBSERVED 2 BAGGAGE HANDLING PERSONNEL WITHOUT EITHER UNIFORMS OR SECURITY BADGES, LOADING BAGGAGE. I CHALLENGED THEM AS REQUIRED BY COMPANY AND FAA REGS, AND THEY WERE UNABLE TO PRODUCE SECURITY BADGES OF ANY KIND. FURTHER, SECURITY PERSONNEL WERE OBSERVED ON THE JETBRIDGE AND ON THE RAMP WITHOUT THE REQUIRED SECURITY BADGES. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR WAS FLYING A SERIES OF FLTS INTO AND OUT OF CCS. ON THIS DAY, THE CAPT NOTED THAT NONE OF THE RAMP PERSONNEL SEEMED TO HAVE BADGES OR OTHER IDENT AND TWO OF THEM, WHO WERE LOADING BAGS, DID NOT HAVE UNIFORMS. HE SAID THAT HE MET WITH THE COMPANY'S STATION MGR LATER THAT DAY AND HE SEEMED TO NOT CARE ABOUT HIS COMPLAINT. THE OTHER STATION PERSONNEL IN THE OPS AREA DID NOT CARE EITHER WHEN HE TALKED TO THEM EARLIER. AFTER HE TALKED TO THE COMPANY'S MGR HE NOTED THAT THE SECURITY PERSONNEL DID NOT HAVE BADGES OR OTHER IDENT VISIBLE EITHER. HE SAID THAT THIS IS A BAD SIT THAT SHOULD BE ADDRESSED BEFORE SOMEONE ATTEMPTS TO TAKE ADVANTAGE OF THIS LAX SECURITY. THE RPTR IS A B757-200 CAPT FOR AN ACR AND HE FLIES INTO SOUTH AMERICA OFTEN.
