Narrative:

Aircraft was to receive a functional test flight after heavy maintenance which lasted 30 days prior to this flight. Aircraft had returned to ramp previously due to a probe heat fail light illumination. The maintenance staff replaced a part with no success. Personnel reported that the probe was hot and that we had an 'indication' problem. The flight departed normally and climbed to high altitude to perform some tests. With the autoplt engaged and 'IAS hold' selected the aircraft entered a heavy rain shower. Very soon thereafter the captain's indicated airspeed started to increase quickly. The captain and first officer noted a speed differential of 60 KTS between instruments. We both realized that the probe heater was indeed failed and had frozen closed in the icy rain.
