Narrative:
On walkaround, first officer found left strut collapsed (no inner strut showing). Maintenance called. Aircraft strut was svced and passed leak check. However, 2 FAA inspectors conducting a ramp check found a dent in the fuselage that exceeded limits. Aircraft was taken OTS and another substituted.
