Narrative:
Night approach in mountainous terrain. DME arc to ILS approach runway 17 failed to receive landing clearance from madinah tower. Long duty day (12 hours 55 mins), busy approach with arc, lead- in radial, altitude changes to final approach altitude and crew fatigue. I asked first officer if we were cleared to land at 1500 ft AGL and he said 'yes.' I took him at his word. I should've double checked but failed to do so. After landing we were told to contact tower! No other traffic at airport and no traffic on ground. First officer's first trip on hadj. So did not back up communications.

Title: B747 ON DME ARC TO RWY 17 FAILED TO RECEIVE LNDG CLRNC. LONG DUTY DAY, COMPLICATED APCH, NEW FO. AT 1500 FT AGL, FO CONFIRMED, CLRED TO LAND, BUT NO CALL TO TWR.
Narrative: NIGHT APCH IN MOUNTAINOUS TERRAIN. DME ARC TO ILS APCH RWY 17 FAILED TO RECEIVE LNDG CLRNC FROM MADINAH TWR.
