Narrative:
Returning to home base after a 135 charter, I was inside the hou veil but under class B airspace at 1500 ft and had been on flight following with houston departure for approximately 12 mins when another C172 appeared too close to be hidden by my left doorpost and at exactly the same altitude converging at approximately 135 degrees. (My heading was 228 degrees and he was northbound.) I made an abrupt evasive turn to the right and the pilot of the other plane did likewise. Our closest separation was approximately 500 ft. I chastised the controller, who was not busy on the frequency, and got only 'that was a pop-up' by way of explanation. Following this encounter the controller started calling traffic. I should have been moving my head forward and aft to prevent the doorpost from obscuring a portion of the sky, the controller was very derelict in his duty probably because I was a VFR flight.

Title: GA SMA RETURNING FROM 135 CHARTER FLT. IAH DEP CTL WAS FLT FOLLOWING. RPTR SAW C172 CONVERGING AND TOOK EVASIVE ACTION TURN AS DID THE C172. NO RPT FROM DEP CTLR OF TFC.
Narrative: RETURNING TO HOME BASE AFTER A 135 CHARTER, I WAS INSIDE THE HOU VEIL BUT UNDER CLASS B AIRSPACE AT 1500 FT AND HAD BEEN ON FLT FOLLOWING WITH HOUSTON DEP FOR APPROX 12 MINS WHEN ANOTHER C172 APPEARED TOO CLOSE TO BE HIDDEN BY MY L DOORPOST AND AT EXACTLY THE SAME ALT CONVERGING AT APPROX 135 DEGS. (MY HDG WAS 228 DEGS AND HE WAS NBOUND.) I MADE AN ABRUPT EVASIVE TURN TO THE R AND THE PLT OF THE OTHER PLANE DID LIKEWISE. OUR CLOSEST SEPARATION WAS APPROX 500 FT. I CHASTISED THE CTLR, WHO WAS NOT BUSY ON THE FREQ, AND GOT ONLY 'THAT WAS A POP-UP' BY WAY OF EXPLANATION. FOLLOWING THIS ENCOUNTER THE CTLR STARTED CALLING TFC. I SHOULD HAVE BEEN MOVING MY HEAD FORWARD AND AFT TO PREVENT THE DOORPOST FROM OBSCURING A PORTION OF THE SKY, THE CTLR WAS VERY DERELICT IN HIS DUTY PROBABLY BECAUSE I WAS A VFR FLT.
